When using satellite services you need to lock in cost controls

Just like Parental Controls, you choose who uses what services and when. Create white lists for only certain web sites or specific web site pages, black lists for web sites not allowed. Set up email filtering by domain name or specific email addresses. Other controls include limiting file size for email attachments and denying large files such as photos or videos, but always with the ability to override controls with proper authority.
